Penetration rates

The penetration rate is the percentage of flex workers in the total working population. The HR services market can be considered a growth market as the penetration rate generally increases with each cycle.

The UK and the Netherlands are the most developed markets in this respect. The European average is somewhat over 2%, which implies that only 2% of the European working population works through an agency. Developing markets such as Germany, Italy and Spain have penetration rates of around 1%. This leaves enormous potential.
