One of the most recent documents on the future perspectives of the HR services industry is an extensive study by Bain & Company: More work opportunities for more people, unlocking the private employment agency (PrEA) industry's contribution to a better labour market. The main conclusions from the study are as follows:

PrEAs can create more than 2.1 million new jobs by 2012 through structural growth and lifting unnecessary restrictions on the use of agency work across Europe.

  • PrEAs are already an engine for job creation, currently (2006) employing 3.3 million agency workers (daily FTEs) across Europe. Continued structural growth will raise this with 1.6 million to reach close to 5 million jobs by 2012.
  • In addition to these 1.6 million new jobs to be created by 2012, the report shows that the PrEA industry can create a further 570,000 extra jobs (across just 6 key EU countries being Belgium, France, Germany, Netherlands, Spain, UK ) if two specific restrictions are lifted, being sectoral bans and limited reasons for use.
PrEAs contribute to a more efficient and inclusive labour market by delivering real benefits for Government, job seekers, business and society as a whole.
  • PrEAs contribute to a better matching between supply and demand for work by facilitating transitions and transformations in the labour market: They act as a stepping stone and enhance workers employability through job assignments and vocational training;
  • PrEAs play a key role in enhancing diversity and labour market inclusion of excluded or under-represented target groups.
  • The use of PrEAs enables companies to focus on core business and to cope with fast demand cycles and unforeseeable production peaks.
  • The additional 570,000 jobs that would be created would increase public income by € 8.9 billion as well as create substantial savings in terms of unemployment benefits of over € 3.6 billion.
